Why we need a disaster to get united and be good to others.

Last Saturday when the floods hit the beautiful city of Leh and destroyed it completely the news channels started popping every small detail about the disaster, newspapers were also filled completely with the details and pictures of what happened in Leh.People have already started to give their condolence for this disaster soon their will be time when we all will start listening the sentences like "lets come together and do something for leh", "contribute to Leh relief fund" "Light a candle for those who died in Leh"
This is a good thing and shows an aspect of human nature that they do care about other humans. This thing of "coming together"  "contributing" "lighting candle" was always their when the disasters like "tsunamia in Srilanka and India" and "Earthquake in Gujrat" happened.
At that time also I have seen this,people coming together, getting united ,contributing to make a difference in the lives of those who got affected.. but the problem is I have only seen this happen during the times of disasters.

why cant we all can just go on doing things like this??? their are always troubles in the lives of people at large. drought,hunger,poverty etc etc.. those who are looking after this are only some NGOs. why people only come together when their is a disaster and went on living with a harsh approach towards others whom they dont know. I always keep asking this question to myself but never found an answer. I still remember the time when tsunami hit the coastals of India and Sri Lanka. Aids were coming from all over the world everyone was talking about this and the ways in which they can contribute in help I was watching a news channel when I heard  someone shouting, I came out and saw a boy, probably 12-14 year old beaten badly by a man for taking mangoes from his tree.
Since then I have this question in my head but never found an answer "Why we need a disaster to get united and be good to others???"...  can you give an answer..
